Garner was born in Houston, Texas, on April 17, 1972, and relocated to Charleston, West Virginia, when he was three years old.

She is the youngest of two sisters. Garner has characterized herself as a normal middle kid who tried to set herself apart from her talented elder sister.

Garner grew up in a politically engaged home, with a father who was “quite conservative” and a mother who was “quietly blue.”

On the set of Felicity in 1998, Garner met co-star, Scott Foley. On October 19, 2000, they married in a private ceremony at their house. In March of 2003, the couple divorced.

In May 2003, Garner filed for divorce, alleging irreconcilable differences, and the divorce papers were signed in March 2004.
